The page loaded fine. This is the W3C's overview page for RDF (Resource Description Framework), the Resource Description Framework, the 2014 RDF 1.1 Recommendation suite. Practitioner summary: RDF models data as directed, labeled graphs — subject-predicate-object triples — where URIs name not just the nodes but the relationship itself. That's the whole trick. Because links are named and global, you can merge datasets with differing schemas and let schemas evolve without breaking consumers. The ecosystem described here is real and gray-haired: Apache Jena, Virtuoso, AllegroGraph, Sesame, RDFLib, Ontop for RDB2RDF mapping, RDFox for reasoning. OWL and SKOS layer richer ontologies on top. A new Working Group was chartered to produce "a minor revision," which in W3C time means somewhere before the heat death of the Web. Note the publication dates: 2004, then 2014, then a decade of discussion about a minor revision. RDF is the only technology I know of that achieved semantic immortality by simply refusing to change. Larry Ellison would license this graph per node; RDF gives the edges away for free, which explains the revenue situation.
