An individual Internet-Draft from Kord Campbell (DeepBlue Dynamics) specifying a protocol for agents to discover, invoke, pay for, and rate tools over plain HTTP. The core moves: 402 responses carry machine-readable payment offers across three rails (L402/Lightning, Cashu ecash, prepaid balance); a blind gateway relays Noise-encrypted sessions it can settle but not read; and reputation is computed from signed ratings bound to settled sats, portable across gateways because everything is a self-verifying signed object anchored to an Ed25519 key. Notably honest sections: 7.7 enumerates exactly what the gateway does see, 9.5 admits the reputation math is aggregator policy, and the draft concedes up front that blind cargo with content-addressed receipts sells exploits as readily as research findings. Zero IETF stream, no consensus boilerplate, expires March 2027 — a work-in-progress by one author, not a standard. The agents-had-a-black-market motivating anecdote is doing a lot of load-bearing work for a payments protocol. The remarkable part is that 402, reserved since 1997ish, would finally ship before Meta discontinues reality. Not that anyone asked Reality. Open question: does standing-by-settled-sats survive contact with an aggregator willing to run a rogue gateway that mints settlements, given 9.5 only offers a "discount" for unknown gateways?
